Bill Naifeh is the founding member and brings over 20 years of legal experience to the firm.
His area of concentration focuses on patent portfolio development, international patent strategies and trademarks. Currently, he assists small to mid-size companies in the development of their intellectual property (“IP”) portfolios and often functions as a “part time” in-house IP counsel.
Bill served as a vice president of intellectual property for a medical device company in the Boston area and has assisted St. Jude Medical with overflow patent work and in-house patent procedures and standards. He also assists J.C. Penney with patent litigation.
Bill also assisted and consulted on a long term basis with Ericsson when they brought in-house a patent portfolio of several thousand patent applications. Prior to opening his own practice in 2003, Bill worked for the Texas-based law firms of HaynesBoone and Winstead.
He has authored numerous articles and blogs relating to intellectual property. His books are available on Amazon and can be found here.
Bill holds a B.S. in General Engineering with Special Distinction from the University of Oklahoma and a Juris Doctorate from The University of Texas School of Law. He is a licensed Professional Engineer (“P.E.”) and registered to practice before the United States Patent and Trademark Office. He is also admitted to practice law in Texas, Oklahoma, and in numerous federal courts.

Tim Bliss has over 18 years of legal experience in intellectual property and licensing.
He focuses on patent portfolio development and technology licensing in various industries with an emphasis on software. Currently, he works with small to mid-size companies to develop and protect their intellectual property portfolios. In addition, he advises companies on how to properly manage their use of open source software, both internally and in their products.
Before joining Naifeh IP Law, Tim served as in-house counsel at Niolabs for four years, where he wrote and prosecuted the company's foundational patents, managed open source software use, and handled software licensing and service agreements. Prior to Niolabs, he focused on patent preparation and prosecution, opinion work, and IPRs at his own firm, Howison & Arnott, and Haynes & Boone.
Tim holds a B.S. in Computer Engineering from the University of Oklahoma and a Juris Doctorate from The University of Georgia School of Law. He is registered to practice before the United States Patent and Trademark Office, and is admitted to practice law in Texas and Georgia

Charise’s legal career commenced at White & Case in Washington, DC, where she spent a decade specializing in international commercial litigation and antitrust matters.
In 2018, Charise embarked on an entrepreneurial journey and founded Happy Law Mom, a groundbreaking professional coaching practice tailored to attorney parents. As she navigated the challenges of her own business, she gained firsthand insight into the struggles faced by small business owners in protecting their brands and content. This experience sparked her interest in trademark and copyright law, leading her to collaborate with Bill Naifeh (her father) in helping other businesses safeguard their invaluable intellectual property.
Today, Charise spearheads Naifeh Law's Trademark Practice, where she is committed to providing tailored brand strategies that align with clients’ business objectives. Fluent in Spanish and residing in the Washington, DC area, Charise brings a global perspective and a deep commitment to her clients' success.
Charise holds a Bachelor of Arts, with honors, from The University of Texas at Austin and a Juris Doctor, cum laude, from Georgetown University Law Center. She is licensed to practice law in New York and the District of Columbia.
